Dr. Julio Sergio Ramírez has been Professor Emeritus at INCAE Business School in Costa Rica since December 2019. He served as Full Professor in the area of General Business Management at INCAE from November 2001 to December 2019. Previously, he spent seven years in Bolivia in charge of the creation and direction of Masters for Development at the Universidad Católica Boliviana, under the auspices of the Harvard Institute for International Development, during the period 1994-2001.
As a private consultant, Dr. Ramirez is President of Gerenxia International, a consulting firm specializing in Government and Public Entity Strategy, General Management, Leadership, Negotiations, Change Management and Business Strategy.
His initial association with INCAE lasted more than 20 years until August 1994. During that time, he was a Researcher, Professor in the Master's and Executive Programs, Director of the Master's Program, Director of the Private Sector Support Program, and Director of Management for Development. At the end of this period, he was Full Professor of Political and Environmental Analysis at the Institute.
In the Master's programs of INCAE, he taught courses such as Political Analysis for Managers, Environmental Analysis, Comparative Political and Economic Systems, Business Strategy, Development Policies, Project Evaluation, Public Management, Administration of New Enterprises, Managerial Communications, Research Methods and Managerial Decisions. He has also taught numerous seminars for managers and executives on topics such as Organizational Strategy, Environmental and Political Analysis, Negotiation Strategies, Structural Change Management and Economic Reform Policy.
Between 1994 and 2001, he resided in Bolivia, leading the creation of Master's Programs for Development at the Universidad Católica Boliviana in La Paz and Santa Cruz. Between 1997 and 2000, he was Academic Director of the Masters in Business Administration at the Universidad Católica Nuestra Señora de la Asunción, in Asunción, Paraguay. He was Professor of Management Decisions, Negotiations, Ethics and Leadership, and Business Strategy.
From August 1994 to December 1997, he served as Chief of Party and Senior Resident Advisor of the Human Resources for Development Project carried out by the Harvard Institute for International Development at the Universidad Católica Boliviana, under the auspices of the United States Agency for International Development. This project developed three new master's degree programs at UCB: Management and Public Policy, Auditing and Financial Control, and Business Administration.
In pro-bono activities, Dr. Ramirez was the founding president of the Foundation for the Development and Housing of El Coyol de Alajuela in the 1980's. This project built 33 houses for low-income families in El Coyol de Alajuela with the support of housing bonds from the Costa Rican state. He was also a board member of Habitat for Humanity in Costa Rica for several years.
Dr. Ramirez has been a consultant to various governments, non-governmental organizations, international organizations, and private and public companies in Central and South America, in areas such as political and environmental analysis, political change processes, institutional and business strategy, and evaluation of training programs for high-level executives. He has conducted high-level workshops for government cabinets and senior management groups in different public and private organizations.
He has been a speaker at numerous conferences and professional and business forums on topics such as global trends and their impact on the political and economic order, negotiations between the public and private sectors, business strategy in periods of crisis, leadership and organizational change, and the political process of economic reforms.
